亚马逊(今后在本博客亚马逊均指amazon.com,和国内的卓越网无关)效率不错,今天晚上8:30 收到他们的Email。估计是美国那边周一刚上班,就看到俺的投诉鸟。邮件很详细,说明俺的投诉他们看懂了,嘿嘿。
不过说实话,帮助不大,看完还是一头雾水。

HOW CAN I TELL WHICH ITEMS ON MY ORDER WERE TAXED?
You can identify which items in your order have been taxed by going to Your Account (http://www.amazon.com/your-account), choose “Open and Recently Shipped Orders” from the pull-down menu under “Where’s My Stuff” and click the “Go” button. Then choose the appropriate order from the list. Taxes charged will be listed on the order details.
If you can’t find the order you are looking for, return to Your Account and choose another view options from the pull-down under “Where’s My Stuff.”

信我基本明白了,但我的疑惑更加深了?丫美帝到底是怎么收税的呢?
1、根据邮件的说法,亚马逊上的东西是不同商家提供的,根据这些商家所在地址的不同,他们的商品税收策略也不一样。比如亚马逊的商品只有在寄到Kansas, Kentucky, New York, North Dakota, and Washington(堪萨斯、肯塔基、纽约州、北达科他州和华盛顿州)这几个州才会被要求交消费税;而target的东西则是无论寄往哪个州都要交税(阿拉斯加和佛蒙特州除外);其他不同的商家有不同的政策。
原因是这样的,按照美国法律,如果网站拥有实体店,并且实体店和消费者选择的收货地址在同一个州,那消费税就跑不了了。所以美国常有跨州消费逃税之说。像target这种美国前三的连锁商场巨头,在消费税上明显就没优势了,它实体店太多了啊!~
但这一点和我没啥关系,我在亚马逊上买了6、7单了,每次都是寄到NY的,之前都没有交税,而且这次被收税的单子也是亚马逊自己卖出来的——之前我买的鞋子和牛仔裤也都是亚马逊自己卖的,都没交税。
2、在他给我的帮助页面里,提到08年6月1号之后纽约州才开始对网络消费征税的,不过和我也没关系,几个单子前后不过3天时间而已。

卖方有时会把消费税计算在价格里面(也就是通常说的税前价和税后价),似乎和我遇到的问题有点靠谱了。据说在dell的网站上的价格就都是税后价,消费者不需要再付款时另外加消费税;而联想美国的网站上价格就是税前价格。
难道我正好遇到一个税前价格的?不过Amazon Marketplace似乎指的是亚马逊提供的一个类似于C2C的平台,上面都是一些第三方的卖家;而我的东西都是Sold by: Amazon.com, LLC,和这一段解释又靠不上了。
真是纠结啊~主要倒不是被收了消费税,问题是不知道为啥有时候收有时候不收,在买之前做不到心里有数很郁闷。尤其俺这样打算做代购的,总不能每次别人问价都要让人家等我下一遍单子才知道需不需要加税吧……
莫非,这是暗示我,以后每一单货都先把税加上去再说?太邪恶了!
难怪美帝律师那么多,那么好做,连买东西的消费税都这么复杂,我愣是没整明白到底什么商品会被征税,什么时候会被征税。对亚马逊上的那些信息,我的解读应该没什么大问题,网上查到的信息也都是这些。
也顺便希望有美国生活的专业人士能深入浅出、九浅一深的解释给俺听一下!
